Abstract

The current political and security conditions in a region seem to be best indicated by the level of vulnerability or potential conflict in the region concerned. The democratic momentum in 1998 was met with various forms of change in Indonesian political reality. The distribution (distribution) of power which was previously centralized in the hands of the president became a demand for the reform order. The distribution is carried out at two levels, horizontal and vertical. Of these two levels, the most dominant for the regions is vertical distribution which is carried out by implementing regional autonomy which transfers various authorities that have previously been the authority of the central government, then managed autonomously by the regional government. This is done in the context of implementing and enforcing a good, clean and transparent government system (Good Government and Clean Governance).
